As there are wanted by the Imperial Government in Tsingtau some deserters who, as far as indications go, would probably be transported as foreign offenders under the Ordinance No. 1 of 1872 through Hongkong, I have the honour to ask you kindly to inform me whether a cause shown by the offender to the Magistrate and based on the reason that the crime was a crime for which extradition could not be granted, is likely to be considered as "valid cause" for not com- -mitting the offender to gaol.
